Job Description:

On behalf of our public-sector client, Affinity is seeking Project Manager with experience leading technology and business initiatives involving payment processing, financial systems, or transaction-based platforms, including credit/debit card processing, payment gateways, POS systems, or financial integrations. The ideal candidate will have a minimum of 3 years of project management experience within the last 7 years, preferably in the banking, payments, or credit card industry, along with a PMP certification and an undergraduate degree. This role requires strong stakeholder management, delivery leadership, and the ability to manage complex projects in regulated, transaction-driven environments.

Responsibilities:

Project Kickoff & Governance

• Establish project governance structures, project resources, and stakeholder engagement models.
• Develop and maintain detailed project plans, timelines, milestones, and project schedules.
• Create and execute stakeholder communication and engagement plans across business, technical, vendor, and partner groups.
• Coordinate implementation activities across multiple internal and external stakeholders.
• Identify, assess, mitigate, and manage project risks through ongoing risk management processes.
• Deliver governance frameworks, communication plans, stakeholder management plans, and risk registers.

Merchant & Financial Setup

• Coordinate the setup of merchant account structures, location IDs, and financial coding configurations.
• Support integration and configuration of payment processing interfaces with enterprise financial and operational systems.
• Establish revenue, chargeback, retrieval, and transaction reporting processes.
• Maintain merchant account inventories and reporting configurations.

Payment Hardware Migration

• Lead the migration and deployment of payment processing hardware across multiple locations.
• Coordinate implementation activities with business, technical, and vendor teams.
• Ensure payment processing solutions are integrated within project timelines and business requirements.
• Oversee testing, certification, and successful deployment of payment terminals and related infrastructure.

E-Commerce Migration

• Plan and coordinate the migration of online payment channels and payment gateway integrations.
• Manage transitions for internally developed and third-party web applications.
• Coordinate testing, certification, validation, and production cutover activities.
• Ensure successful migration of web applications and validation of integrated payment solutions.

Operations & Access Management

• Coordinate user access provisioning for payment and financial systems.
• Develop and deliver training plans, user documentation, and knowledge transfer materials.
• Monitor and support chargeback, retrieval, and exception management processes.
• Establish and document operational reporting, support procedures, and process controls.
• Ensure operational readiness for business and technical teams.

PCI Compliance & Risk Management

• Incorporate PCI compliance requirements into project planning and execution activities.
• Coordinate with compliance and security stakeholders to ensure audit readiness.
• Ensure PCI-related controls, documentation, and processes are implemented and maintained.
• Develop and maintain compliance plans aligned with project timelines and regulatory requirements.

Qualifications:

Required Qualifications

• Minimum 3 years of Project Management experience within the last 7 years in one or more of the following areas:

  • Risk Management
  • Procurement Management
• Undergraduate degree in Business, Information Technology, Engineering, or a related field. Professional designations such as CA, CMC, CMA, CGA, or CFA may be considered equivalent.
• PMP certification preferred.
• Proficiency with project management and productivity tools, including Microsoft Project.

Project Management Experience

• Demonstrated experience delivering at least 3 projects of 8+ months duration.
• Proven ability to lead diverse stakeholder groups and build consensus on project scope, objectives, priorities, and responsibilities.
• Experience managing relationships with senior business stakeholders, leadership teams, and external partners.
• Minimum 3 years of experience leading multidisciplinary teams, including business users, technical resources, managers, and third-party vendors.
• Experience developing feasibility studies, business cases, and executive-level project documentation.
• Proven experience creating project charters, project plans, risk assessments, and risk mitigation strategies.
• Experience coordinating internal resources and external vendors to achieve project objectives.
• Experience managing change requests and budget requests, including:
  • Cost estimates
  • Project schedules
  • Resource planning
  • Deliverable management
  • Cross-project dependencies

Preferred Project Environment Experience

• Experience managing projects of medium complexity and sensitivity.
• Experience working with multiple stakeholder groups across business, technical, and external organizations.
• Experience managing projects with budgets up to $5M and timelines generally under 12 months.
• Experience delivering initiatives with broad organizational, public-sector, or customer-facing impacts.

Leadership & Communication Skills

• Experience leading project teams, steering committees, working groups, and vendor meetings.
• Strong meeting facilitation and stakeholder engagement skills.
• Comfortable facilitating virtual meetings and video conferences.
• Ability to manage discussions involving multiple participants with competing priorities and viewpoints.
• Excellent verbal and written communication skills.
• Strong documentation, meeting minute preparation, and action item tracking capabilities.
• Experience creating, editing, and delivering presentations using Microsoft PowerPoint.
• Advanced reporting, analysis, and presentation skills using Microsoft Excel.
• Demonstrated ability to facilitate issue resolution while balancing stakeholder expectations with project scope, budget, and schedule constraints.

Preferred Industry Experience

• Experience delivering projects within the banking, payments, financial services, merchant acquiring, payment processing, or credit card industries.
• Experience with payment gateways, POS solutions, transaction processing systems, merchant services, or financial system integrations is highly desirable.
