Program Manager: Executive Director:

We're seeking someone to join our team as a Technology Risk & Controls Program Manager.
Positioned to be the best in class of program execution across Technology at Morgan Stanley, the Strategic Programs Execution (SPE) is a Super Department in Cyber, Data, Risk and Resilience (CDRR). This function facilitates enhanced delivery capability to effectively manage the increasing pipeline of critical technology, regulatory, risk and control-based programs.

In the Technology division, we leverage innovation to build the connections and capabilities that power our Firm, enabling our clients and colleagues to redefine markets and shape the future of our communities. This is a Program Management Support position at Manager level, which is part of the job family responsible for providing specialist data analysis and expertise that drive decision-making and business insights as well as crafting data pipelines, implementing data models, and optimizing data processes for improved data accuracy and accessibility, including applying machine learning and AI-based techniques.

Job Summary:

Responsible for delivering the new capability through the management of the programs projects/workstreams on behalf of the Program Director. This individual will work with multiple Firmwide senior technology and business stakeholders to manage, plan, track, and communicate on strategic CDRR programs of work. The candidate should have a background in agile working across divisions and technologies with decentralized teams and stakeholders. They should have a background in leading by influence rather than reporting lines and be able to solve complex problems through structured approaches. He/she should have excellent verbal and written communication skills and be able to dive delivery.

Responsibilities:
  • Responsible for delivering new capabilities through the management of programs, projects, and workstreams on behalf of the Program Director.
    • Manage finances and budgets, including monitoring expenditure, costs, and realized financial benefits.
    • Plan the program and monitor overall progress, resolving issues and initiating corrective actions as required.
    • Facilitate the appointment of individuals to program teams.
    • Ensure the program delivers outputs on time, within budget, and to the required quality standards in accordance with the program plan.
    • Optimize the use of resources, including people and other assets.
    • Manage third-party contributions as required.
    • Communicate effectively with all stakeholders.
    • Manage dependencies, interfaces, and assumptions across the program.
    • Manage program risks to ensure successful delivery and outcomes.
    • Report progress on a regular cadence.
    • Lead the preparation of Steering Committee presentations and coordinate presenter responsibilities.
    • Produce and maintain the Program Charter.
    • Ensure effective business engagement and business readiness activities are managed and reported.
Skills:
• Effective interpersonal and communication skills.
• Ability to create a sense of community among diverse project teams.
• Strong knowledge of techniques for planning, monitoring, and controlling programs.
• Good understanding of project management approaches and methodologies.
• Good knowledge of budgeting and resource allocation procedures.
• Sufficient seniority and credibility to advise project teams on program-related matters.
• Ability to proactively identify, solve, or prevent problems.
• Strong project and program management skills in an Agile working environment.
• Strong verbal and written communication skills with the ability to bridge multiple business functions and stakeholders.

Requirements for the Role:
• Minimum 10 years of demonstrable project management experience.
• At least 3 years of experience operating at Program Manager level.
• Proven experience leading change initiatives within risk, controls, compliance, or cyber environments.
• Experience leading projects and programs using both Waterfall and Agile methodologies.
