Job Description:
On behalf of our public sector client, Affinity is seeking consultants for the Environmental Monitoring Applications Support Team - Application Maintenance and Operations Services. The Contractor will provide Application Maintenance and Operations Services in support of several custom-built Java/Oracle and/or Postgres applications and related technologies. Work will be assigned through individual service requests based on operational priorities, business requirements, and resource availability.
Responsibilities:
• Analysis, troubleshooting, and resolution of application incidents and defects.
• Development, testing, and implementation of application enhancements and approved changes.
• Maintenance and support of Ministry Environmental Monitoring applications and related technologies.
• Support for application upgrades, migrations, and modernization initiatives.
• Development and modification of application interfaces, integrations, reports, and database components.
• Preparation of technical documentation, deployment documentation, and knowledge transfer materials.
• Support for application testing activities, including unit, integration, regression, and user acceptance testing.
• Support for deployments and promotion of application changes through development, test, and production environments.
• Collaboration with Ministry staff and stakeholders to support ongoing application operations and service delivery.
• Provision of recommendations to improve application performance, reliability, maintainability, and operational support.
• Performing general administrative duties associated with the management of tasks, including general correspondence, day-to-day contact and coordination, administration, and monthly invoicing in a form that is acceptable to the Ministry.
• Preparing and presenting a schedule showing a breakdown of all tasks to be performed for each phase of work and their timeframe for completion.
• Attend status meetings to identify the activities that have been performed in the period, work activities anticipated in the upcoming period, and action items required of the Ministry.
• Identifying any delays and/or variances to identified tasks or scheduling; and
• Provide summary of meeting and action items within two business days of the meeting.
Deliverables:
The team of Resources will provide the following services:
• Application Maintenance and Operations Services in support of several of the Ministry of Environment's custom-built Java/Oracle and/or Postgres applications and related technologies including maintenance activities (emergency fixes and nonemergency fixes), as well as the ongoing improvement or enhancement activities.
• Regular status reports on work in progress to the Ministry contact. These reports should include tasks completed, planned activities, issues, financial status, and schedule information.
• Signoffs of quality assurance and testing activities performed by the Contractor.
• If required by the nature of the Service Requests, updates to the code repositories, logical and physical data models may be required.
• If required by the nature of the Service Requests, updates to the documentation (confluence/Sharepoint/LAN); and application deliveries which will proceed as follows:
o Schedule delivery with the Ministry contact.
o If applicable, follow the application's documented deployment pattern (e.g. pull request, CI/CD, releases etc.)
o Notify the Ministry contact that the delivery has been completed; and
o For all application deliveries, expect at least one iteration of revisions based on review and feedback from the Ministry.
o For all application deliveries, expect a delivery to a test environment, followed by UAT and then delivery to production.
Qualifications:
• Minimum five (5) years of recent experience in the last ten (10) years in Application Maintenance, enhancement, testing, deployment, incident management, defect resolution, production support, and release management, for Enterprise applications, including critical systems with public health and safety implications.
• Minimum five (5) years of recent experience within the last ten (10) years supporting and enhancing Java and Python based applications, including application analysis, troubleshooting, development, testing, deployment, and performance optimization.
• Minimum five (5) years of recent experience within the last ten (10) years working with Oracle and/or PostgreSQL databases, including SQL development, database design, performance tuning, stored procedures, data migration, and database troubleshooting.
• Minimum three (3) years of recent experience within the last ten (10) years deploying, supporting, administering, or maintaining applications hosted on Red Hat OpenShift or equivalent container platform, including containerized application deployments, configuration management, monitoring, troubleshooting, and environment management.
• Minimum three (3) years of recent experience within the last ten (10) years utilizing GitHub Actions, Azure DevOps Pipelines, Jenkins, or equivalent CI/CD platforms to automate build, test, deployment, and release management processes.
• Minimum three (3) years of recent experience within the last ten (10) years preparing technical documentation, support documentation, deployment guides, operational procedures, and knowledge transfer materials.
• Minimum three (3) years of recent experience within the last ten (10) years utilizing Agile delivery methodologies and service request management tools such as Jira, Azure DevOps, ServiceNow, Github or equivalent.
• Demonstrated experience with R, Nginx, React, Nest JS, Typescript.
• Demonstrated experience developing and supporting application integrations and web services (SOAP and/or REST).
• Demonstrated experience with Windows web servers (IIS, Apache, Tomcat).
• Demonstrated experience with applications with a userbase of 100-1000's.
• Demonstrated experience with applications using Spatial integration (ArcGIS, Google Maps API).
• Experience providing Application Maintenance and Operations Services for British Columbia public sector, provincial government, natural resource sector, environmental sector, or regulatory organizations.
• Experience providing support services under documented Service Level Agreements (SLAs), including emergency response, incident management, and production support.
• Experience with Microsoft Entra ID, Object Store, Fabric, and WebADE.
• Experience supporting applications integrated with mapping technologies, financial systems, or external partner systems.
• Experience supporting data extraction, transform and loading activities.
